11 May 2011 in National Assembly:
Madam Temporary Deputy Speaker, with regard to livestock off take for the pastoralist areas, we need to encourage them to slaughter animals that may not survive the current drought. There is also a problem of school fees. Parents in many parts of this country cannot afford to pay school fees any more. When we re-organize the budget, we need to address the question of school fees. We are also told that the Ministry of Planning, National Development and Vision 2030 has resources. There are CDF savings, which if it was released each constituency can benefit from Kshs15 million to Kshs20 ...

20 Apr 2011 in National Assembly:
Thank you, Madam Temporary Deputy Speaker. I would like to begin by congratulating hon. Chanzu for bringing this Motion at this time when we are facing serious economic difficulties arising from the increase of prices of everything. I would like to support this Motion for the reasons that he has given. I want to congratulate the Minister and his team for managing the education sector well. In spite of all the negative publicity we occasionally get in the media and from other sources--- I say so because I know it as a person who, in the past, has been a ...

Following the visit by the President of the Democratic Republic of Congo (DRC), His Excellency, Mr. Joseph Kabila to Kenya on 3rd March, 2011 in search of his lost gold, could the Minister give a provisional report on the investigation of the lost gold and the names which the President of the DRC gave to the President of Kenya as possible suspects of his lost gold. 12 Apr 2011 in National Assembly:
Mr. Speaker, Sir, I beg to reply. (a)Yes, I am aware. (b)The District Officer will be posted to Mbalambala Division once a suitable officer has been identified. However, due to the shortage of District Officers, the Ministry is not likely to post officers to all vacant stations including Bangale which will continue to be manned by the District Officer (DO), Madogo Division until a new recruitment is done. The Ministry is seeking for funds from Treasury to conduct a fresh recruitment of District Officers.

12 Apr 2011 in National Assembly:
Mr. Speaker, Sir, the question of suitability arises because of the challenges present in that particular part of the district; not just any officer can work there. We have female District Officers available but I do not think that they will be able to cope there. I will be willing to look at the candidate that you are talking about provided that you are not taking away from your neighbour or from another district because the shortage is affecting all the districts in Kenya.

12 Apr 2011 in National Assembly:
Mr. Speaker, Sir, I can only say that there have been phenomenal growth of the districts from 70 districts in 2008 to 386 districts as of today. This necessitated the promotion of a number of District Officers in acting capacities to man those districts. Therefore, the problem continues. In fact, we are short of 600 District Officers in the country. The last time we recruited District Officers was in 2008 when we recruited 200 officers. So, in terms of providing services, you just have to continue sharing with the neighbouring District Commissioners (DCs) and DOs.
