  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, there are funds and the Government will spend Kshs3 million to start construction works at Kathonzweni District Headquarters during the 2010/2011 Financial Year. (b) The funds will be released to the District Commissioner (DC), Kathonzweni, immediately the Ministry receives Development Exchequer issues from Treasury. view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, the DC, Kathonzweni, worked together with the Ministry of Public Works officers on the bill of quantities, which totaled Kshs8,700,000. We are able to provide Kshs3 million now and in the next financial year, we will provide the balance to complete the construction of the headquarters. view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, sometime back it was worked out and we would require, probably, Kshs30 million to house all departments. However, we do not have those resources, except for what is available under the Economic Stimulus Package (ESP). To be more realistic and practical, we are only able to provide small amounts of between Kshs10 million and Kshs20 million, depending on what is available on the ground in a particular new district. view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I said in this House before that it is a very big challenge given that we have a new district cropping up every other week or every other month. I think I will be misleading the House to say that we have ready funds to cater for divisions. However, in the short and long-term, we are planning with the Treasury to ensure that divisions are also catered for. However, at the moment, our priority is the districts. I would also urge Members of Parliament to use the CDF to support us in the provision of infrastructure ... view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, we could discuss that. I am aware that some districts like that of Mr. Koech, they are hosted at a polytechnic. We could discuss that possibility if resources for paying rent are available. view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I confirm that since the bill of quantities is ready, we should be able to start the project as soon as the Treasury releases the cash. view
  • 19 Jan 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I wish to support the Motion on the Adjournment. It fits in very well with the programmes that some of us had because we feel that there was a bit of interruption. You know we normally come back in March or February. I hope that when we come back we will focus on preparing legislation that will support the process of elections. This is because time is running out and there is a number of legislation that requires to be passed to put in place, particularly, devolved governments. I hope that hon. Members will spend ... view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We cannot postpone interrogating an issue which the police did willfully and intentionally. The Assistant Minister is not looking for information on what they did, because it was covered by the view
  • 15 Dec 2010 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I want to begin by congratulating hon. Kaino who was the Chairman of the Committee that produced a very important Report. I also want to congratulate the rest of the Members of the Committee. They have done a wonderful job. They have travelled extensively, within Kenya, in all areas affected by cattle rustling. They have also travelled in East Africa and consulted all stakeholders, communities and this House. The problem of cattle rustling in Kenya and in East Africa has a tremendous negative impact on all aspects of socio-economic lives of our people. It ... view
  • 9 Dec 2010 in National Assembly: Mr. Speaker, Sir, I beg to reply. District Development Officers are deployed by the Ministry of Planning, National Development and Vision 2030. However, I have been made aware that a District Development Officer was posted to the district on 17th September 2010. A Human Resource Management Assistant III was posted to act as the District Personnel Officer in the district and two Procurement Officers were posted in the district. A Procurement Assistant was posted on 2nd December 2008 in an acting capacity and the other one; a Procurement Officer II was posted on 26th July 2010. view
