Mr. Speaker, Sir, I have not reached that stage yet because I have a letter from the Town Clerk indicating that the land belongs to Mr. Moses Ndung’u. The land was allocated by the City Council. There is no indication that this land was allocated to the Provincial Administration. So, I have not gone to that stage. We have relocated the office from the container to a proper place.

Mr. Speaker, Sir, I was not here last week when this Question was being asked. I was away and I need to be given more time because I was not here. There are two parts of the Question. The supplementary question Ms. Karua is asking is about land grabbing which I may have to go back and confirm. The first part of the chief’s centre being in the wrong constituency, I think Mr. Mbuvi agreed and, in fact, he was preparing to drop the Question with regard to that part. Madam Temporary Deputy Speaker, thank you for the opportunity to second this Motion which has been ably moved by Mr. Abdul Bahari. First and foremost, the Pan-African Parliament stands for the position of the African people and their needs. Kenya being one of the members is now short of one lady. I wish to say we still need Rachael to rescind her decision so that Parliament can nominate her back to Pan-African Parliament because she is an asset. On a point of order, Mr. Deputy Speaker, Sir. The hon. Assistant Minister has admitted that they discontinue training of some recruits midway. That means that they do not have the capacity to check the documents. If they had the capacity, they would have checked at the first instance. Is the Assistant Minister in order to mislead this House that some recruits had fake identity cards while they do not have any capacity?

All districts have operational district and intelligence committees. Where a district does not have personnel, they share with the original parent district. (b) A sum of Kshs2.28 billion has been allocated to construct 75 district headquarters under Economic Stimulus Programme at a cost of Kshs30 million each. A total of Kshs411,440,621 has been allocated to construct 30 district headquarters for the period 2009 to 2011 under normal budgetary allocations depending on the need, range from Kshs2.4 million to Kshs16.8 million per district.

Mr. Deputy Speaker, Sir, I do apologise because I had a list of the 30 districts in my office. The list indicated the amount allocated over a period of time under budgetary allocation directed to the Minister of State for Provincial Administration and Internal Security. I have that list and work is still progressing on the 30 districts. With regard to the ESP districts which are 75, I have a list which I wish to table with a standard amount of Kshs30 million and the projects are in two phases; that is, Phase I and Phase II. Mr. Deputy Speaker, Sir, there may have been cash flow problems in the initial stimulus projects which are implemented under the supervision of the Ministry of Public Works through the tendering process. The funds are directed to this Ministry which I think tendered nationally. I think that problem has now been resolved in the initial districts which were in Phase I. Monies have also been allocated for Phase II under the stimulus project and tenders are being processed by the Ministry of Public Works. Mr. Deputy Speaker, Sir, I do not have specific information. You will realise that these are very many districts but I can go back and confirm the specific problem that Webuye District faces. I do not have that information with me now because I have not brought a progress report which is available in the Ministry of Public Works. There are various reasons why a project stalls. It could be over contractual arrangements, quarrel over the district headquarters and weather.
