Madam Temporary Deputy Speaker, I stand to support the Vote for this Ministry and congratulate the Minister and his senior staff, including those who are heading the parastatals under the Ministry, for doing a good job. This is a very critical Ministry in terms of the current constitutional dispensation that we find ourselves in. It is the Ministry that is leading in terms of training. Finally, I would like to request a bit of flexibility in terms of recruiting junior staff in the remotest parts of this country. I just want to give two examples. There is a problem of recruiting young chiefs with C+ grade. We feel that in those remote areas of Kenya, C+ graduates aspire to do other things than become chiefs. I know that this is something that we designed together with the Public Service Commission (PSC). But I request for a bit of flexibility. We should not be lowering the standards. Mr. Temporary Deputy Speaker, Sir, I rise to support the Vote of this Ministry. I would like to begin by congratulating the Minister and his staff in the Ministry. I would also like to congratulate the Semi-Autonomous Government Organizations (SAGOs) under her Ministry for doing a very good job. Indeed, they have taken advantage of the reforms that were started after the Water Act of 2002. Indeed, they require more resources. A Budget of Kshs32 billion is not adequate. I believe that an increase of the Budget to Kshs60 billion would help improve the water services in the country.

Secondly, I would like to commend the Ministry for its effort in irrigation programmes. The Minister alluded, in her speech, that out of the irrigation programmes in the previous year, we managed to harvest 185 bags of maize and I am sure we could do a lot more especially if we focused on smaller-holder irrigation. A country like Malawi became self-sufficient in food production within a short time and was able to export food. That is after encouraging small-scale farmers. Mr. Speaker, Sir, given the drought that we have been experiencing, lack of food and how we have been looking for relief food for the last two years, is the Ministry serious? We need the SGR to be there physically. We cannot anticipate that since we have a good crop this year--- The farmers are getting very low prices because of lack of Government intervention. Could the Assistant Minister consider purchasing the maize now to pre-empt the farmers from incurring huge losses?

Mr. Speaker, Sir, we have serious challenges because of the number of new districts and divisions that have been created. However, we intend to make arrangements within the districts to accommodate the DOs as we construct new district headquarters.
