  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, they do not. They are hired to protect the premises and escort officers from the co-operative societies who are recovering the loans. They offer protection and security. view
  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, anybody can hire APs, if he or she feels insecure, for escort. view
  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, I do not have an answer. I request that the Ministry brings an answer on Wednesday next week. That is because it will take quite a bit of time to collect the information that the hon. Member wants. view
  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, it is true that this is the third time it is coming. I think during the first time, the Question was not very clear. The second time, the statistics were not ready. The hon. Member is aware that the police station was burnt down. So, compiling records may take quite a bit of time. So, that is one difficulty we have in getting the list that he is requesting. view
  • 8 Dec 2009 in National Assembly: Mr. Speaker, Sir, indeed, we have consulted with the Minister for Co-operative Development and Marketing and the hon. Member. We are agreeable to a quick consultative meeting in order to resolve this matter because it is deeper than what the Question is asking. In the meantime, I will consult on the question of withdrawing all the security arrangements there because this is in the best interest of all the communities in that area. view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. view

The protocol also requires legislation and there is a draft Bill on Anti-Cattle Rustling. The protocol also involves public education and peace building. I agree with the hon. Member that it has taken long to ratify the protocol but I have explained that this should be done through the Cabinet and that is already in place. The draft Bill is also in place. In the meantime, we have engaged ourselves, as agreed, between the Ministry and the Members of Parliament from the ... view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, there has been a series of meetings and that protocol involves several countries. There have been consultations internally. I am sure the hon. Member is aware that in 2004, we agreed to carry out the disarmament exercise where our communities surrendered 60 per cent of guns voluntarily. Indeed, there is an input and I advise the hon. Member to read the various aspects on this matter. The hon. Member who has asked this Question is also a Member of the Parliamentary Select Committee that looks into matters regarding cattle rustling. That is part of the process ... view
  • 3 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, these meetings are taking place simultaneously. I am sure the hon. Member is aware the Government has moved in to mop up arms from the communities involved in cattle rustling. We will soon start with hotspot areas like Isiolo. We have met with the leaders including Members of Parliament and councillors. We are arranging a series of meetings on the ground with the religious leaders from various communities through the Provincial Commissioner. This is because part of the problem can be solved through dialogue and organized grazing and utilization of certain resources such as water by ... view
