Population is very significant in terms of density and sparsity; areas in square kilometers, socio- economic factors, security concerns and physical features. We also recommend in terms of creation of divisions that every district should have four divisions, every division should have three locations and every location should have two sub-locations but those who have more will continue to retain the ones they have. We would want some restraint in requesting for more sub-divisions. view
