  • 3 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as part of the Government policy on housing, the Ministry through the Civil Servants Housing Scheme Fund, has embarked on a programme of enabling them, especially the ones in the senior cadres, to acquire their own houses either in the rural areas or within the municipalities where they are working. So, as a short-term measure, we are trying to put these officers in areas where we can provide pool housing. But the long-term measure is to try and facilitate them acquire houses in safe places. view
  • 3 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I just wish to confirm that doctors are not second rate citizens as the hon. Member is trying to imply. These are very important people because they take care of our lives. Therefore, the Government puts a lot of care in terms of their welfare. view
  • 3 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I said, the DSC asked my Ministry to identify a zone which could be reserved for judicial officers. A zone comprising six houses was identified. In that zone, this is where the two doctors and a nurse were staying plus three other officers--- view

  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, the Member for Lurambi has been contradicting himself on this particular matter. At one point, he has been beseeching me from morning not to move this amendment because he is against those demarcations that we are proposing. In fact, in the Report that he presented to IEBC in Kakamega, he stood and said that he was supporting what the people of Lurambi were advocating for. When we came here, he told me today with Dr. Khalwale and Mr. Oparanya that he is opposed to this amendment. This amendment is only trying to reinforce what the Parliamentary Committee ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me start by apologizing for coming in late. I had to rush to Mathioya to attend to some urgent Ministerial matter then got held up in a traffic jam. Mr. Temporary Deputy Speaker, Sir, I supplied written answers to this Question to the Clerk of the National Assembly sometime back. So, I do not understand why the hon. Member has not been given a copy. Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) Kenya’s urban population stands slightly over 12 million as per the 2009 population and housing census. Of these urban ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, under the new Constitution, the right to decent housing has been singled out as one of the basic human rights. What we are doing to help slum dwellers with houses is that we are not giving title deeds for the land in the slum areas. However, we have a programme where we are developing houses, so that we have the slum dwellers acquire houses through a tenant purchase programme that will run over a period of 25 to 30 years. After this, they will be given title deeds for those residential houses. view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my Ministry, in collaboration with the Ministry of Local Government, is undertaking a housing re- development programme, especially in Eastlands, Nairobi, where we intend to construct residential houses whose surface area will be very limited in relation to what exists today. We, as a Ministry, are trying to go upwards as opposed to the four-floor rule that the City Council has been applying. In fact, if you go to Ngara where we have done the first phase of residential houses they go beyond five floors; we have gone up to 15 floors. We intend to ... view
