Passing the Constitution was the easier part, implementing it is the really difficult issue. But I am sure with Godâs help, we will manage to implement everything. Millions of Kenyans will not be in a position to enjoy this 3988 PARLIAMENTARY DEBATES December 10, 2008 year's Jamhuri Day, Christmas Day or the New Year celebrations. This is because they cannot afford to buy the basic foodstuff. We are experiencing this problem mainly because of bad policies which affect the ordinary people.
