Order, Senators! We are in the Committee of the Whole on the Physical Planning Bill (National Assembly Bill No.46 of 2015). We have several individual and Committee amendments to this Bill. Committee Members, Sen. Kivuti and Sen. Khaniri have requested that we defer this Order. So, we will defer it to tomorrow. Therefore, we have to report progress on the same.

Mr. Temporary Speaker, Sir, Sen. (Dr.) Khalwale must take colleagues in this House seriously. He alleged and, in fact, appeared to complain about the 60 per cent. None of the Members in this House did that, but he seems to be giving an illustration using his native language that seems to paint some Senators in this House to be the ones wailing like dogs or something like that. Could he explain the relevance of his example?

On a point of order, Mr. Temporary Speaker, Sir. Is Sen. (Dr.) Khalwale in order to mislead this House with regard to the position the Deputy President took on this issue? He was clear that we can keep a few bulls for cultural practices. However, we must invest in commercial agriculture. We should keep cows and bulls for either beef or dairy. Mr. Temporary Speaker, Sir, I rise to support this important amendment. The new component brought through this amendment seeks to give the NCIC more powers and mandate to evaluate and look into the various peace building processes and programmes in this country. It is important because there are various peace building initiatives by the Government, non-governmental organizations, civil society, community organizations and the religious groups. It must be understood by everybody and especially governors that the responsibility of county assemblies is to deal with the budget.
