On a point of Order, Mr. Speaker, Sir. We have had many Bills in this House. We have always voted ‘Yes’ in a number of Bills. Today, my intention was to vote otherwise, but I got confused and voted ‘Yes’. I have been trying to change my vote to ‘No.’ Is it possible to change?

Mr. Speaker, Sir, I later realised that the voting machines that are provided in the House allow a window to confirm the vote. When I confirmed my “No” vote, the system picked it. Last week when Members of the National Assembly passed the various electoral laws, there was a wide misconception by members of the fourth estate that the Bills had been passed and that they were awaiting presidential assent. Mr. Speaker, Sir, I rise to support this very important Motion. The role of the Senate as captured in the Constitution is to protect devolution and to serve the interests of counties. It is sad that today, whereas any other responsibility given to this House in terms of legislation and oversight has been challenged, nobody has challenged the responsibility of this House in ensuring that counties have resources. Mr. Speaker, Sir, clearly everybody can now agree that surely the Ministry of Interior and National Coordination is not taking its job seriously. I share in the frustration of the Vice Chairperson. If one is a Chairperson or a Vice-Chairperson of a committee and has a Ministry that is not responsive, there is little one can do. However, there are still avenues provided for by the Constitution.
