It is most important to know that if there is a devolved function which is working and the common mwananchi is appreciating, it is the NG-CDF. Deputy Speaker, it is very clear that our former colleagues out there who we were in this House together are suffering because they were in an election where they spent their resources. We know that the Committee does not belong to the three Members. It belongs to the other arms of Government. Let Hon. Mwadime, Hon. Dan Wanyama and Hon. I want to be clear at the outset that I oppose this Report before this House for several reasons. One main reason for opposing this Report is that the Committee did not read the entire ruling of the East Africa Court of Justice. As a House, we need to uphold the rule of law.   • 18 May 2017 in National Assembly: Rule 6(1) had already been dealt with by the Court. When this Committee sat, they based their argument on Rule 6(1). I hear Members making insinuations on the character of the membership we are sending to the East African Legislative Assembly (EALA). We are sending qualified and credible Kenyans to EALA. I have just heard Hon. Wario talk about a son of a running mate of a coalition called “the National Super Alliance (NASA)”. I want to ask a very simple question. Is that Deputy Principal in that coalition a Kenyan? Is he not a Kenyan? He is a Kenyan. ... view
