There has been an attempt to show that the Inspector General and the Chair of the Commission are clashing over the responsibilities of the police force. It is important that this House makes laws through a bi-partisan way without caring whoever is holding an office at any particular time. I believe that it is time that, as Kenyans, we protect these resources through laws that are applicable to Kenyans. There are three issues that we need to address in order to bring on board the stakeholders, so that we can harmonise them. One of them is the issue of compensation. I have heard hon. People sit in the office and use satellite to discover major minerals in the parks. However, you will find somebody, because of their position in Government, being given licence to go and mine in the park. Shebesh, so that we have a very clear guideline on how to proceed with the Uwezo Fund. If we are not careful, we will have fights between the Executive, the county and constituency levels.
