The Bill has also done a good job as far as stating the consequences of contravening this law in terms of the fines or imprisonment terms. That has also been thought through and they seem reasonable. However, they are obviously open to the House for any amendments.

This is an issue that has been problematic and we have seen it on television. We do know that the county government has a role to play in as far as provision of water to its residents is concerned; but there is also a role for the National Government. Mr. Speaker, Sir, I also rise to support. As Senate, we had a wonderful week with “Senate Mashinani ”. It should be replicated over time so that we move around to different parts of this country. Madam Temporary Speaker, I thank you for giving me the opportunity to support this Bill. I sit in the Committee on Justice, Legal Affairs and Human Rights. We have deliberated on this Bill over a lot of issues that have been raised by the Members. It is a very timely Bill, given that the last term of parliament was the first under the new Constitution and with new institutions. Mr. Speaker, Sir, I think the Senator is misleading the House. The Cabinet Secretary does not fall under any of those sections. The Senate is not the House that removes or impeaches a Cabinet Secretary; but the National Assembly. I believe the Senator is misleading the House.
