  • 8 Oct 2020 in National Assembly: No, I want to comment on public service; not this one. view
  • 8 Oct 2020 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support the Bill because it prescribes the retirement age at 60 years. We know that experienced people in the Public Service possess rare knowledge, but we must also take care of the youth we have sent to school. The Public Service and other appointing authorities have enough time to engage those who are qualified. Those who attain 60 years should give room to the many youths to take up those positions. view
  • 8 Oct 2020 in National Assembly: Hon. Temporary Deputy Speaker, people should just act for six months. In the past, people would act in positions for over one year and this kills the morale of employees in an organisation. There is need to engage them and if they are not qualified for those positions, the organisation should engage those who are qualified. The turnover rate in organisations increases when employees have low morale because they are not promoted. view
  • 8 Oct 2020 in National Assembly: I support this Bill for the sake of the youth. Those who are 60 years should go home and enjoy their achievement so that our youth, who are crying in the streets, can be engaged. view
  • 8 Oct 2020 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support the Public Fundraising Appeals Bill (National Assembly Bill No.66 of 2019). It is talking about transparency and accountability. We need to know the use of the money that is given for various fundraisers. We need to know that the money is used in the right way and there is no misuse. This Bill talks about investigations of complaints and misuse that will be carried out by those in charge of the fundraiser. The other issue is giving people sufficient time before they fundraise, so that somebody can organise him or herself, so ... view
  • 8 Oct 2020 in National Assembly: tithes and offerings because it is a command in the Bible . So, this Bill is very nice because it is not touching on tithes and offerings. Hon. Temporary Deputy Speaker, I object to Clause 44 which says that a person who contributes in a fundraiser has to specify the source of contribution and declare such contribution in the Income Tax. It can be a fundraiser which is required. For instance, if somebody has had a road accident, when are you going to declare your Income Tax? Every year, we are required to fill our tax returns. It is going ... view
  • 29 Sep 2020 in National Assembly: Hon. Speaker, I want to add my voice to this issue. The results were discouraging in the social media in Nandi County, I was ranked No. 38. Hon. Speaker, I know very well. I am in Parliament every day when the session is on and I attend all committee meetings. So, these unqualified people should not rank us. They have to tell us the sample size, the number of respondents and whether they were urban or rural respondents. Women Representatives have different programmes. I give out tents while others give out blankets. How do you compare the two? Did they ... view
  • 29 Sep 2020 in National Assembly: I was a research professor and I cannot be ranked by stupid people. view
  • 6 May 2020 in National Assembly: Hon. Temporary Deputy Speaker, I support the Motion on adoption of other measures to address the effects of the COVID-19 pandemic. We have passed legislation in this House in relation to public health and ways of safeguarding the national economy and the people of Kenya in the wake of this pandemic. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 6 May 2020 in National Assembly: However, there are many issues that are pending. Payment of quarantine fee by the less fortunate has to be looked into. If there was a partial lockdown in Nairobi, mass testing would have been done in all the estates in the metropolitan area so that we know the state of COVID-19 in Nairobi. We also need to be told why testing kits or reagents are lacking because some money has been provided by well-wishers from Kenya and abroad. The Government has received Ksh1.3 billion from the World Health Organization (WHO) and Ksh705 million from the United States of America (USA) ... view
