Mr. Temporary Deputy Speaker, Sir, with due respect to my brother, he is referring to the net approved expenditure for the financial year that is coming to an end. That is 2009/2010. What we are referring to are the Estimates for 2010/2011. Is the hon. Member in order to mislead the House that the figures are, once again, wrong?

Mr. Temporary Deputy Speaker, Sir, I beg to oppose this amendment, primarily, for the reasons expounded by Mr. Mungatana. First and foremost, the key word that the hon. Member used is âoversightâ. That Parliamentâs primary responsibility is oversight. That is a responsibility that I fully respect. At the same time, the primary role of the Government is to execute its policies through the Budget. Parliament continues, and must maintain its oversight role. Prime Minister has just pointed out, if we take, for example, the Interim Independent Electoral Commission (IIEC), they require that money in order to conduct and continue to do the business that they are supposed to do. (a) I am not aware that Mombasa Maize Millers undervalued import cargo of maize in order to evade paying 2.25 percent Import Declaration Fees on a 10,000 metric-tonne cargo. (b) The second letter was issued by the importer after the importer availed commercial transaction documents to support the declared customs value, which upon verification, was found to be acceptable. (c) The Government did not lose any revenue for the subject importation.
