Okemo also did refer to the issue of our Recurrent Expenditure, and the fact that this expenditure is increasing at the expense of our Development Expenditure. I could not agree more with hon. Okemo. This is something that has been of great concern to us, at the Treasury and, in fact, the effort towards bringing greater austerity to the Government is largely as a result of recognition of this. view

Members, Constituencies Development Fund (CDF) Committee and other Committees of this House. I can, indeed, confirm that the funds will be rolled over into the next financial year because it is the intention of the Government to ensure that these projects are fully implemented as was stated in the Budget. view

As you will recall, the programme was also intended to be rolled out in every part of this country to ensure that every part of Kenya actually benefits from the package. So, development of the fiscal framework was also as important as the roll-out. view

It means that those programmes which will not be complete within this financial year will be revoted so that they can continue into the next financial year. view
