On a point of order, Mr. Speaker, Sir. The hon. Member for Saboti is not even around. The hon. Member who has just talked is Dr. Khalwale, the hon. Member for Ikolomani but the Minister is calling him the hon. Member for Saboti. Is she in order to call Dr. Khalwale the hon. Member for Saboti?

Mr. Deputy Speaker, Sir, the TSC decentralised hiring of teachers from Nairobi and instead took the whole exercise to the DEBs, because DEB members can identify teachers who can teach in the respective districts. The purpose is to ensure that people do not seek employment in other districts and then get transferred to their home districts. Now that the DEBs employ, they are not supposed to be rubber stamps. Mr. Deputy Speaker, Sir, I beg to second the Motion on the Report of the Departmental Committee on Administration of Justice and Legal Affairs on the nomination of Commissioners to the Kenya National Commission on Human Rights. Hon. Abdalla has elaborately explained what transpired in our Committee; how we interviewed the applicants and came up with the names of the nominees. The whole exercise was done very well and it is now up to the House to adopt this Report for onward transmission to His Excellency the President to appoint four Commissioners out of the six nominees. Thank you, Mr. Deputy Speaker, Sir. You will realize that schools in this country are deeply understaffed because of free primary education. The Ministry is only recruiting teachers to the tune of 10,000; meaning that those who retire and those who die in this country are more than 10,000. Given the fact that schools in this country are all understaffed, when will the Ministry employ teachers so that there is quality education in this country in the name of free primary education?

Mr. Deputy Speaker, Sir, these are things that are happening at either Malaba, Busia or Luakhakha. This is not happening on the road. It is the people from Kenya going to Uganda or vice-versa that are paying money in the name of revenue. Therefore, the people around the border are actually the ones paying this tax. What affirmative action will the Government take so that people who pay more taxes also receive more in terms of either CDF or LATF?
