Mr. Speaker, Sir, the executive authority is vested in the Head of State, who is the President. The Cabinet, Ministers, and Assistant Ministers are there to aid and advise the President of the Government of Kenya. That is the constitutional provision. Mr. Speaker, Sir, when it comes to notices, there is normally a legal requirement. Some legislations provide for a legal requirement that the appointments be gazetted. I 2438 PARLIAMENTARY DEBATES July 11, 2007 can quote many examples of such requirements that the appointments should be gazetted, for example. For example, under the Anti-Corruption and Economic Crimes Act, certain appointments must be gazetted. It is a requirement of the law. Under the National Assemblies and the Presidential Elections Act, certain appointments and positions are required by law to be gazetted. Mr. Temporary Deputy Speaker, Sir, given the fact that the Government had initiated the Youth Enterprise Development Fund and that, previously, KIE sheds were business centres in various communities before it collapsed as a result of lack of finances, could he initiate these sheds, so that the youth, who borrow money, can use them to run their businesses? Mr. Speaker, Sir, I have said that the investigations have encountered some factors and difficulties which, although I am not aware, the Provincial Criminal Investigations Officer (PCIO) was attending to. I appreciate the hon. Member's concerns. One of the difficulties - I do not know whether you are aware - was the fact that there was a fire at the Meru Law Courts Registry in 2005. Mr. Speaker, Sir, matters of inquests are not handled by the Attorney-General. From my explanation, it should be very, very clear that the matter is still within the domain of the 2004 PARLIAMENTARY DEBATES June 26, 2007 investigators who are the police. Since 1999, at least an Inquest No.21 of 2001 has been held and the Questioner knows this very well. In spite of the difficult terrain in that area, witnesses gave evidence. Mr. Speaker, Sir, I have already taken action. I have asked the Provincial Criminal Investigations Officer to send senior officers there to carry out these investigations. I have been asked by the Provincial Criminal Investigations Officer to request the Questioner to ask the people in that area to co-operate with the investigating officers so that, that angle can be finalised. As I stated earlier, they refused to co-operate because they wanted some payment. If the Questioner can help the police in that area, it will be good. Mr. Temporary Deputy Speaker, Sir, the Assistant Minister says that they are building some schools, but we do not see them. This Government promised that it would build two schools per district and call them centres of excellence. When will the Government start to build those schools?
