Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has just accepted that the Government will not employ more teachers. Instead it is replacing those who are dying and retiring. When will this Government employ fresh teachers because free primary education has 3732 PARLIAMENTARY DEBATES November 16, 2006 added the workload for secondary school teachers? Could the Assistant Minister tell us whether the Government has money or not?

Mr. Temporary Deputy Chairman, Sir, I beg to move a further amendment to the amendment as follows:- THAT, the title be further amended by deleting the word "Western" and inserting in place thereof the words "Masinde Muliro". After the further amendment, the Title should read as follows: The Masinde Muliro University of Science and Technology (MMUST). The reason for this is that Mr. Muliro was a national figure. When we were constructing the Western College (WECO) at that time, we also wanted to construct Sang'alo Institute of Science and Technology (SIST). Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to thank my colleagues that have supported me to rename the Western University of Science and Technology (WUST) as Masinde Muliro University of Science and Technology because "Muliro" is still a very good name in this country. We hope that the university will emulate Muliro's way of life. I also hope that those students who will study there will be as patriotic as Muliro himself. Mr. Speaker, Sir, the Assistant Minister has said that they put the list of the registered candidates in the Kenya National Examination Council website. However, ordinary parents have no access to the website. It is true that quite a number of school heads do not register some pupils because they are weak in class. What measures is the Ministry putting in place to ensure that all class eight pupils sit for the examination? They should sit for the examination without being denied by the head-teachers just because of their low mean-score. We have a very unfair rating system in this ...

Mr. Speaker, Sir, you heard that the man in question is the Communications Secretary. Is his job distribution of leaflets stating "I am proud to be a Kenyan"? Is that part of the job of the Government spokesperson? If this is part of his job, how much did he use to print those leaflets? The use of money for this work can easily be termed as corruption. Why should the Government not use such money to pay university lecturers instead of creating offices that have no definite roles? Who appointed the Government spokesman and what are his terms and conditions ...
