  • 17 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I have not seen the letter, but both Dr. Khalwale and the Chair have said that it is December, 2009. That is, seven years after the--- view
  • 17 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, which Question are you referring to? Is it the one of 2002 or the one of 2009? This is because the one of 2009 is not properly before the House. Of course, I will obey your directives, but I must record my concern that an hon. Member can stand up and bring another Question and then you are ordered to answer without the hon. Member going through the procedure of asking a Question specifically related to that letter. In fact, I would like a formal ruling on this matter if possible. view
  • 10 Aug 2010 in National Assembly: Mr. Speaker, Sir, I beg the indulgence of the Chair to postpone this Question to Tuesday next week. view
  • 10 Aug 2010 in National Assembly: Mr. Speaker, Sir, the reason is that Mr. Rai was assigned to answer this Question but he is not available. view
  • 13 Jul 2010 in National Assembly: Mr. Speaker, Sir, I know what the hon. Member is talking about. view
  • 13 Jul 2010 in National Assembly: Mr. Speaker, Sir, I have laid on the Table a Report by the Kenya Anti- Corruption Commission. It is the second quarterly report for the year 2010 covering the period 1st April 2010 to 30th June, 2010. As you know, we lay on the Table--- view
  • 13 Jul 2010 in National Assembly: Mr. Speaker, Sir, I beg to reply. view
  • 13 Jul 2010 in National Assembly: (a) My Ministry is aware that there is need to provide more land for public beaches in Mombasa, but it cannot undertake compulsory acquisition of land due to unavailability of funds. The Ministry has not been provided with any budgetary allocation for acquisition of land for public beaches. However, if the Mombasa Municipal Council can avail the funds, the Ministry will assist in compulsory acquisition of the required land. view
  • 13 Jul 2010 in National Assembly: (b) The issue of opening all the 18 public beaches in Lake Naivasha has not been brought to the attention of the Ministry. However, the mandate or the responsibility of opening public beaches vests in the local authority - that is Naivasha Municipal Council - which has enforcement powers under the Local Government Act, Cap.265. view
  • 13 Jul 2010 in National Assembly: Mr. Speaker, Sir, as I have told the hon. Member, our Ministry cannot acquire land by force from anybody. But if the beach is owned by the Government and it is congested and poses a health hazard, then it falls under the Ministry of Public Health. It has a campaign called Bora Afya and it is the one to do that! view
