  • 25 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, if the hon. Member believes that it is not God who created him, we shall meet on the judgment day and he will tell God who created him. I am telling him that it is God who created me. Therefore, if you deny that it is not God who created you, I will ask you on the judgment day, who created you? view

  • 25 Mar 2010 in National Assembly: “35. (1) every citizen has the right of access to— (a) information held by the State;” I used to be a headmaster of a school. I had a desk and cupboard, where I kept secret information about some teachers. When I saw a teacher smiling at a child, I used to write in his personal file and lock it under the desk. Here, I am being told even if I see a teacher smiling to a child, he has the right to know what I have written about him. What about criminals who are citizens of this country and want ... view
  • 25 Mar 2010 in National Assembly: I am imagining that I have some information held about you and you have a right to know what I am thinking about you. This is my interpretation as English teacher. I am dealing with it as a teacher of English. I am not dealing with as a lawyer. view

  • 25 Mar 2010 in National Assembly: “Every person has the right, peaceably and unarmed, to assemble, to demonstrate, to picket, and to present petitions to public authorities” Every person means an army, a police, a teacher and an MP. I am imaging a situation where MPs will picket, even some of us honourable as we are. We will go to the street and demonstrate. It is saying every person, it is not classifying which type of people should go on strike. Look at Article 41 on Labour Relations. There are some people given the nature of their employment; are not supposed to join trade unions. These ... view

  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, I am surprised that he has not received a written reply when I am aware that the written reply was sent to Parliament this morning. He is a learned colleague, I know he will follow my response. view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I can confirm as stated, except in the case involving Mr. Dominic Arony Amolo. The Attorney-General is yet to receive a certified copy of the proceedings to enable an appeal to be filed. (b) The Government has not acted in contempt of the court orders by refusing to settle the decrees. (c) The Government has taken the following steps: 1. In the case of Dr. Odhiambo Olel versus the Attorney-General, HCC No. 336, the decretal amount of Kshs25,657,996.30 was paid vide cheque dated 28th May, 2009 in favour of Koroyola Olel and ... view
  • 16 Mar 2010 in National Assembly: I must admit that there has been a bit of delay in this particular claim mainly occasioned by the fact that up to today, the court has not given a certified copy of the proceedings to file the appeal. In view of the fact that the court has taken a long time, I have recommended that the claim be paid. That is why the Office of the Vice-President and Ministry of Home Affairs has stated that this claim will definitely be paid in the next financial year. view
