  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I rise to request for a Ministerial Statement from the Minister for Co-operative Development and Marketing on the irregular operations of Omoremi SACCO Society based in Keroka in Nyamira County. Mr. Speaker, Sir, in the Ministerial Statement, I request the Minister to: (a) indicate if he is aware that many small-scale farmers from Nyamira and Kisii counties have not been paid their bonuses from last year that were channeled through the said Sacco; (b) also state the reason why the Sacco closed down immediately after receiving bonuses from the tea farmers in September, 2012; (c) if the ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I also rise to, first of all, congratulate the Minister for Finance while I support this Motion for the good work that he has done. I think he is one of the best Ministers that we have had. He has been very co-operative and he has been working with this Parliament closely. We want to thank him for the good work that he has done. Mr. Speaker, Sir, as we adjourn to go for elections, I want to request him to be vigilant in monetary issues, so that this nation can continue functioning. It is important to ... view
  • 9 Jan 2013 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this list. I know my colleagues have presented a very strong argument that there are some retirees in this list who have been appointed. But if you look at the list, especially the chairperson, she is very competent. These are people who are credible; people who have served this country and people who have a good track record. I have interacted with her when we were doing the work of the Parliamentary Service Commission (PSC). She is extremely competent. She really did a lot of good work for the ... view
  • 9 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the PSC should be revitalized now to do the good work. We do not want a PSC which--- view
  • 2 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, I also rise to concur with the other hon. Members and support this Bill. Madam Temporary Deputy Speaker, this is a good gesture for the country because we are creating a precedent where those who are in the office can look forward to retirement because they are taken care of. Being the Head of Government and State, I think that it is important that as a country, we take care of our retiring Presidents and encourage those who are in office not to stay too long and look forward to retirement. Madam Temporary Deputy Speaker, I ... view
  • 2 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, I stand to support this Bill. It is extremely important for this House and the country at large to support the people that have served this country. For example, we have Uncle Moody Awori who served this country so well and yet, he retired with no retirement benefits. It is important that this House becomes humane. This country should rise to the occasion and take care of the citizens who have served it well. I also happen to know, being a Member of the Parliamentary Service Commission that we have former Members of Parliament who have ... view
  • 2 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also rise to strongly support this Bill. I am happy to note that this Bill is safeguarding the positions of chief and assistant chief. We all know that assistant chiefs and chiefs do a commendable job in this country. There is no government which can carry out its functions if it cannot rely on the primary functions of assistant chiefs and chiefs. Mr. Temporary Deputy Speaker, Sir, as politicians, we must also understand that if allow this system of government to be controlled by governors and other elected leaders; it will be very dangerous ... view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also rise to add my voice to this Motion. view
  • 20 Dec 2012 in National Assembly: First of all, I want to say that this House has worked very hard, and I want us to be a little bit more practical. I think what the Minister has said makes a lot of sense. view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I know for sure that even if we say that we come back on Thursday, given the distances that most of the Members of Parliament cover in a day, like hon. Ethuro, they may not even make it here. I think it is only practical that we take what the Minister has said---- view
