  • 1 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Rural Electrification Programme, from the observations that I have made in my constituency and in other constituencies, is not benefiting the rural areas. It is only benefiting existing town centres and not exactly the rural areas, which need this programme. Could the Minister assure this House that the Rural Electrification Programme will benefit the rural areas during this financial year? view
  • 9 May 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I would like to thank Mr. Billow for raising this important question. view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the problem is genuine. This problem has also been reported in my constituency. I have given the report to my District Livestock Officer to find out because it has also been reported in my Moyale Constituency that livestock are dying over certain mysterious diseases. I have given some time to my District Livestock Officer to come up with a report to tell me what is causing this disease. view

  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the problem is genuine because the disease has been reported in other areas. I would like the Minister concerned to tell us exactly what has caused this problem without merely saying that it is a mysterious disease. view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, this country has several technical institutions in various districts. I come from a very marginalised area where we have only one technical institution, which is poorly equipped. The Assistant Minister also comes from those marginalised areas. Is the Government planning to equip those technical institutions and put them to better use so that they could assist people from those districts? view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, as we are aware, the Government is busy creating several districts in this Republic. It is common knowledge that as per complaints which we are hearing from day to day, that various Government departments; whether it is the Provincial Administration like the district officers and the police, are ill-equipped in terms of infrastructure, equipment and vehicles. On the 9th of this month, one person was reported missing in my neighbouring district. This person comes from my constituency. We found out that the police as per that moment did not have a vehicle to go and search ... view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I stand to seek a Ministerial Statement from the Minister of State for Administration and National Security. This is with regard to the infamous Marsabit Air Crash which killed many of our brothers, a District Commissioner and a pilot. It is now a year since that incident happened and the people of Kenya have not been told what caused that accident. We are planning a commemoration ceremony to mark that event on Tuesday, 10th April, 2007. It will be unfair for the family members, constituents and the public at large to commemorate that event without knowing ... view
  • 4 Apr 2007 in National Assembly: I have held consultations with the affected family members and they are very much in agony. They have been spending sleepless nights for all that period. I know that investigations have been conducted and mine is to ask the Minister to lay that report on the Table. That will save the affected family members and constituents from prolonged agony and sleepless nights. Thank you. view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am satisfied with the Minister. We will have that commemoration on Tuesday morning. So, I will not be around. I think it would have been better for us if the Minister went to his office to get the report. I know that the report is ready. It is just a matter of picking and tabling it. The Minister would have done us a favour if he gave us a brief report tomorrow afternoon, so that I will have something to tell the public. view
