  • 28 Apr 2011 in National Assembly: (c) what financial and management measures has the Ministry put in place to ensure that the project, once re-started, will be implemented efficiently to achieve its set goals and objectives. view
  • 28 Apr 2011 in National Assembly: Mr. Speaker, Sir, I would like to take this opportunity to thank the Minister for giving me a very comprehensive answer to this Question. However, there is something that I would like to know from her. She has said that the World Bank has given her a letter giving partial lifting of the suspension of the project. What is remaining to be fulfilled so that the World Bank can lift the suspension so that the project could become operational? view

  • 21 Apr 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 64 be amended in Subclause (1) by – (a) inserting the following new paragraph immediately after paragraph (d)— “(da) the Director-General of the Kenya National Bureau of Statistics;” view
  • 21 Apr 2011 in National Assembly: Madam Temporary Deputy Chairlady, I have withdrawn part “b” and retained part “a”. The reason for this amendment is that the Kenya National Bureau of Statistics is involved in collecting socioeconomic information on a continuous basis, particularly on tourism. Every year, this organization gives economic survey and tourism is one of the key sectors in that document. I believe that the Kenya National Bureau of Statistics should be a member of this board, so that they can provide the necessary support and information to this board. view
  • 21 Apr 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 69 be amended in Subclause (1) by inserting the words “through a competitive process” immediately after the words “Director of the Institute”. The reason is that the Director of this institution should be a person of high credibility with the requisite qualifications. Therefore, the best way to recruit this person is through a competitive process. view
  • 20 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion. I wish to thank the Member for Ndaragwa, Mr. Kioni, for bringing this Motion to this House. This Motion is timely and we should not waste time to discuss so much about it. This is because it will make the management of our schools easy. Non-teaching staff in most of our schools, both primary and secondary, are at the mercy of the head teachers and as a result, they cannot perform their work properly. If they do not toe the line, they find themselves in many problems. Non-teaching staff in ... view
  • 20 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion, but before I do so I want to take this opportunity to thank the Government, and particularly the Ministry of Education for what they are doing. With the introduction of FPE and Free Day Secondary Education (FDSE), we have seen an enormous increase in the enrolment of children in both primary and secondary schools. This is commendable of the Ministry, and the Government generally. The Minister promised in this House that he would release the first tranche of FPE funds early this year, and he did it. We now have ... view

  • 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, you have heard from the Assistant Minister that the potential of iron ore in this country is enormous and available information shows that we have iron ore in very many places in Kenya. For example in Eastern Kenya, particularly Ikutha has more than 2 billion metric tonnes of iron ore. Other areas include Taita Taveta, Samia, Nyanza, Bukura, Butere and Mumias.
