Hon. Temporary Deputy Chairman, I support my chairlady and the Senate for bringing this amendment. As my chairlady has said, we had proposed it. I had proposed it when this Bill was in this House. slipped. It is good that the Senate saw this and has brought it back. The Committee and I are supporting it. If this was left to go with the Bill and became an Act, it will mean that all research institutions in the country, including our universities will shut down. You know research in plant and animal husbandry is so important for our food security in this country. Therefore, without the genetic materials, this cannot happen. Even in medical research, it is genetic tissue that is used to come up with all these different drugs and so on. Even in ...

Thank you, Hon. Speaker. I want to say that this is a very important matter that has been raised in this House by Hon. Mwangangi. River pollution in this country has become a total disaster. Most of our rivers are now polluted. Water that our people drink is actually not suitable for drinking. Athi River has suffered greatly because of the industrialisation that is taking place in Athi River and Nairobi. That river is heavily polluted. Most of the fauna and flora along and within the river has died. So, this is a matter of national importance. I would like ...

Hon. Temporary Deputy Chairman, I want to agree with the Chairperson and congratulate the Senate for introducing this very important technical term “geo- referencing” meaning that we are able to know exactly where all these facilities that are using the Geographical Information System (GIS) and the Global Positioning System (GPS) are located. Thank you.

Hon. Temporary Deputy Chairman, I want to support the Chair of the Committee because this will be very dangerous. Appointing one water service provider will create a monopoly. If that water service provider does not deliver, then that county will really suffer. So, I want to support the Chair, and reject the Senate amendment.

Hon. Temporary Deputy Chairman, I want to support this amendment by the Senate and also the endorsement by the Committee. This is a very innovative proposal because most of our water resources are not conserved. WRMA gives licences for exploitation but not for conservation. As a result, most of our rivers have dried and most catchment areas have been destroyed. Therefore, we are running a major risk of having water becoming deficient in many areas of the country.
