In a nutshell, this Bill is trying to address all these issues and setting up an institutional framework. The Committee on Environment and Natural Resources has looked at this Bill and it will be bringing in a number of amendments, but most of those amendments are based on institutional framework. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Thank you, hon. Temporary Deputy Speaker. I will try to be as brief as possible. First, I want to inform the Members that as a Member of the Committee on Environment, Water and Natural Resources, we have looked at this Bill in detail and we have proposed a number of amendments which will be coming and is available for those who can look at our Report. This is one of the most important Bills that have even been brought to this House. The Bill that is currently in operation on mining was enacted in early 1940s. From that time, no ...

believe everybody who cares about economic development of this country, should support this Bill, because it is going to transform this country. How is it going to transform this country? The likelihood of this country to become industrialized lies on this Bill. That is because the numbers of minerals that have already been discovered are indicating that this country, if we use those minerals well, will become industrialized. Secondly, this is the sector that is going to create many jobs. If this Bill is implemented very well, and a good and enabling environment is created so that the industry can ...

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this very important Bill. We discussed this matter in the Tenth Parliament and it was not possible to bring the Bill because of time. I am very happy that this Bill has finally been brought to the Floor of this House.

I can term the issue of scrap metal in this country as an economic sabotage or crime. That should be punished very severely. What those economic saboteurs do to our road furniture is, indeed, appalling. Therefore, it is important that this House passes this Bill as soon as possible. I hope that once it is passed, the President will assent to it so that it can be implemented as soon as possible.

I am happy that this Bill is creating the Scrap Metal Council which will oversee how the business of scrap metal is undertaken in this country. One of its main functions will be to issue a licence to scrap metal dealers because anybody can currently deal with scrap metal. Those vandals have done a lot of damage. Take for example the infrastructure we build using CDF money. I will give an example of my constituency. We have built bridges. But those bridge guards are removed immediately. At night, thugs go to the homes of people who have built permanent houses ...

Finally, with regard to enforcement, we may make this law and the President may assent to it. But the biggest problem in this country is enforcement. We must ensure that there is enforcement once this Bill becomes law. If we do not do so, this will end up like the Traffic (Amendment) Bill. In the Tenth Parliament, I remember, we put so many stringent laws in the Traffic (Amendment) Act to ensure that anybody who makes a mistake on the road, say, overlapping and jumping lights, should be punished. What happened next? Look at our roads! The matatus are still ...

Thank you, hon. Temporary Deputy Speaker. I rise to second this Bill. First, I want to congratulate my brother, Francis Chachu Ganya for being persistent and consistent to ensure that this Bill is re-tabled because I am aware he started the process in the 10th Parliament but because of shortage of time the Bill could not go on. So, I want to congratulate him that he has been able to re-table this Bill. Hon. Temporary Deputy Speaker, the issue of drought is an issue that now requires a national consideration. Droughts have become a normal phenomenon in our country and ...
