Initially, he was asked why it has taken so long for the project to be completed. He said that it is because they had to get all the parameters right. Why did they initiate the process if they did not have the parameters right? In response to Mr. Mukiri's question, he has told us that the engineers who are supervising the project are competent and, therefore, the contractor also competent. What is he talking about? view
