Mr. Deputy Speaker, Sir, I do not know whether you have heard what the Assistant Minister has said. He is evading issues. Initially, he was asked why it has taken so long for the project to be completed. He said that it is because they had to get all the parameters right. Why did they initiate the process if they did not have the parameters right? In response to Mr. Mukiri's question, he has told us that the engineers who are supervising the project are competent and, therefore, the contractor also competent. What is he talking about?

Mr. Deputy Speaker, Sir, you can see that there are grey areas and gaps in this matter. Would I be in order to request - this is the plight of a Kenyan worker - that we defer this matter and let the "actual" Minister for Education deal with this matter?

On a point of order, Mr. Deputy Speaker, Sir. This Assistant Minister is attempting to clear the name of his Minister and yet he has not been mentioned. What is it that he knows that he is not telling us? He is attempting to clear a Minister who has not been mentioned!

to ask the Minister for Justice and Constitutional Affairs:- (a) Is the Minister aware that Microhouse.Net Limited entered into a contract with the YES Secretariat on 1st November, 2005 for the supply, installation and implementation of a referendum management system and Short Message Service (SMS) communication gateway for a contractual sum of Kshs7,650,000 and that to-date an amount of Kshs4,650,000 has not been paid as agreed in the contract? (b) If the answer to (a) above is in the affirmative, when will Microhouse.Net Limited be paid the outstanding amount because the delay has threatened to kick them out of business ...

Mr. Deputy Speaker, Sir, it appears that the Assistant Minister is not able to give an adequate answer to this Question. Would I be in order to ask you to redirect this Question to the Ministry of Environment and Natural Resources so that it can be properly addressed? That was my point of order.
