In my considered opinion, this article places duty on the national and county Governments and Parliament to ensure we achieve UHC. This responsibility is an attempt that has been made severally. Members have submitted that for the last 10 years, efforts have been made to achieve UHC, but it has not been possible. It talks about the recruitment of community health promoters. These are the same people who are currently called community health volunteers. In this Bill, they will now be referred to as community health promoters. He also raised a very critical point. I would have preferred to say “and.” When you say “or” it means, you may not know how to read in English or Kiswahili, but you can do it in your language.
