  • 26 Sep 2023 in National Assembly: Mr. Speaker, Sir, I support this Bill because it strengthens those units; the health centres and the referral hospitals. This is a deliberate intention that is taken, so that we achieve the UHC, which has been tried severally and has not worked. If this law can be passed and it helps our small referral hospitals in our counties and sub-counties to have some resources to deal with the urgent matters of drugs and facilities, it will ensure that we have health access by our people. Mr. Speaker, Sir, it is the county governments which, in my view, will be able ... view
  • 8 Sep 2022 in Senate: Thank you Mr. Speaker, Sir. I congratulate you on your election as our Speaker. In 2007, we were together with you in this Chamber during the Grand Coalition Government. I also served with you in the Cabinet and, thereafter, you served as a governor for two terms. You are a member of the legal profession. This House is lucky to have you as our Speaker. Having held sessions with you to walking part of the journey with you, I am confident that this House will benefit from your experience and leadership, together with my colleague the Deputy Speaker whom I ... view

  • 5 Jan 2022 in National Assembly: Hon. Deputy Speaker, there is a serious matter that I would like to raise before the House. The Leader of the Majority Party has a specific place designed for him to sit in this House. Hon. Kimunya has since vacated his place and is now sitting elsewhere. Is it in order to be in that seat as per the Standing Order? Will I be in order to request that Hon. Duale occupies his former seat? Is the Leader of the Majority Party in order? view
  • 5 Jan 2022 in National Assembly: Hon. Temporary Deputy Chairman, I listened to Hon. Owino. I do not think that he has apologised. I doubt it. He has referred to Members on this side as the Tanga Tanga gang. He has to withdraw and apologise clearly. view

  • 5 Jan 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. The Constitution is the supreme law of the land. We cannot attempt to use a legislation to give a different meaning to something that is defined in our Constitution. If there is any intention to give a different meaning, it is only fair to amend the Constitution. To use a statute to give a different meaning to what is already defined in the Constitution is not acceptable. I would like to say to my colleagues that we are all leaders. We all swore to defend the Constitution. We cannot use the backdoor, because of ... view
  • 5 Jan 2022 in National Assembly: I support the proposal by Hon. Duale and appeal to Members that we delete these paragraphs. Thank you, Hon. Temporary Deputy Chairlady. view
  • 29 Dec 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to support this amendment. What has been said by Hon. Duale is critical. This is a House that is supposed to pass laws that are going to live beyond our time. You talk of an ideology of a political party and this Bill does not define “ideology.” That is why it is important that we allow this amendment. I support this amendment. If this Bill was crafted in a manner that defined these terms, it would be a different issue. I support the amendment. view
