  • 12 Aug 2021 in National Assembly: has a right to the highest attainable standards of healthcare. It is wonderful that we want to make healthcare accessible and affordable in this country. The NHIF and the whole issue of healthcare in this country is not very well understood, especially in the rural settlements where we come from. As a body corporate, the NHIF must make it mandatory or its responsibility to educate Kenyans about the whole issue of healthcare. So many people in the rural areas are not aware of the existence of the NHIF and what it does. Even the few people who know, especially where ... view
  • 12 Aug 2021 in National Assembly: aspect. I am using this opportunity to expound on this matter because we are talking about introducing amendments to ensure that the NHIF makes healthcare free for PWDs, especially those in the counties. We have a lot to talk about when it comes to healthcare, especially for the elderly and PWDs. It is a good Bill because it seeks to expand the scope of coverage to include many people in the scheme, especially those who are otherwise not covered. Therefore, allow me to support the Bill. As much as we look at what is universal health coverage, Kenya has ratified ... view

  • 10 Aug 2021 in National Assembly: Hon. Temporary Deputy Speaker, thank you. I rise to support the Motion and thank Hon. Jaldesa for placing it before this House on time. There are a lot of happenings that the Government should predict. Looking at the trend of climate change, Kenya is a signatory to the same. Looking at the sustainable development goals agenda about climate change, there is adequate information about climate change; that, incase of rains, it is going to be extreme and there would be floods. We have seen Europe experiencing floods that they have never seen before. In case of drought, it is going ... view
  • 10 Aug 2021 in National Assembly: dying. These are very unsightly activities that should not be witnessed in this country. We do not need the meteorological department anymore. What is the disaster preparedness of the Government to intervene in this? The Government, both devolved and national, should intervene. Livestock is the greatest victim in terms of drought. We are witnessing a lot of livestock dying. We are talking of poverty and lack of resources yet we have the resources in livestock. This is the time that the right Government agencies should guide pastoral communities so that they sell off the livestock that they have at the ... view
  • 5 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the NHIF (Amendment) Bill, 2021. From the Report of the Departmental Committee on Health, this is, indeed, part of the alignment of the health sector to the implementation of the Big Four Agenda. One of the Big Four Agenda is the healthcare system. Since the inception of the NHIF in this country in 1966, it has basically served the interests of Kenyans who are actively employed in various sectors and are able to statutorily contribute to the scheme. The fact of the matter is that millions of Kenyans are unable ... view
  • 5 Aug 2021 in National Assembly: If this is done, then all Kenyans will be covered through the UHC system. Indeed, the name has changed from NHIF to National Health Insurance Scheme (NHIS). Being a scheme, it means that all Kenyans are invited. I caution that the role of Government must be made clear, particularly in funding the indigents who have been marked out. We have destroyed institutions in this country through mismanagement. The history of NHIF is clear. It has been one of the greatest victims of corruption in terms of mismanagement and also the greatest source of wastage of funds. Hopefully, through prudent management ... view

  • 24 Jun 2021 in National Assembly: borders on deliberate criminal action from unscrupulous individuals to make money out of fake seeds. Households and small-scale farmers who rely on seeds to produce food are at risk of starvation and inability to raise income for their livelihoods. Therefore, this matter, in my own opinion, ought to be classified as a serious security issue that may not only be dealt with by the Departmental Committee on Agriculture, but may require an ad hoc Committee of this House. Hon. Speaker, it is very shameful that as a country, and even as a Government of Kenya, whose one of the Big ... view
  • 25 Mar 2021 in National Assembly: Hon. Speaker, I rise to comment and support the petition by Hon. Florence Mutua. It is, indeed, sad as a country that we still subject our pensioners to a lot of suffering. While looking at the law, I remember there was a Pensions Bill that was pushed by Hon. Musila in this same House that it is incumbent upon employers, if the employees retire before getting their The electronic version of the Official Hansard Report is for information purposesonly.
