  • 3 Nov 2020 in National Assembly: I wish to bring to the attention of this House that SDG 5’s target on education and gender parity in schools is still a tall order. It was not achieved in the Education for All goals which expired in 2015. In the SDG Agenda of 2030, it is still listed as one of the targets that must be achieved. In the Global Monitoring Report, even within this country, gender parity remains a key issue. I would like to challenge the honourable women of this National Assembly, particularly with one programme to do with sanitary towels. We have seen this is ... view
  • 24 Sep 2020 in National Assembly: Thank you, Hon. Speaker. I thank the Member of Parliament (MP) for Igembe South for coming up with this Petition, which is triggering a lot of debate whether it is a drug or not. We all know miraa within the region is classified as a crop. I remember Hon. Speaker during my training, one of my classmate did a field attachment in the miraa-growing region of Meru as a crop. In fact, it is a crop classified as a stimulant just like tea and coffee, which have caffeine. This is a reality and from our economic data, when you check ... view
  • 24 Sep 2020 in National Assembly: think the substance of the Petition is protecting the interest of the farmers who are growing that crop knowing that it is a legitimate crop and an income generating earner. Hon. Speaker, we do not need to deviate by making comments that are legitimate because we have farmers in Igembe who need to earn a living. We all know within this country that miraa has been a very good foreign exchange earner, with markets as far as the UK. This is a legitimate Petition that needs to be treated together with the Petition that had been done before or a ... view
  • 24 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to hear the voices of women on this crucial matter - the third basis allocation to counties. I think I am the second Hon. Lady to speak to this crucial matter, which is very important. view
  • 24 Sep 2020 in National Assembly: Allow me again to thank the Budget and Appropriations Committee. The speed at which the Committee has brought the Report makes me wonder why it took the Senate almost one-and- half years to bring such a Report to this House. The Senate has held almost 12 sessions to discuss this matter. It is not fair that we have kept our counties waiting. view
  • 24 Sep 2020 in National Assembly: Hon. Duale has basically spoken almost everything I wanted to speak on. The fact that the Senate took almost 11 sittings to discuss this matter should be a clear indication that we, as the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 24 Sep 2020 in National Assembly: National Assembly, must take back the role in Article 216 of the Constitution which gives the power to the Senate. You see we have done this very quickly through the Committee. In the last Parliament, I sat in the Budget and Appropriations Committee and that is the speed with which we handled matters. view
  • 24 Sep 2020 in National Assembly: Allow me to say that the parameters put in place include health, agriculture and poverty. The fact is that women in this country suffer inappropriately, when it comes to issues of health. I say so because you saw what happened at Pumwani Maternity Hospital last week. Health has received 17 per cent of the national budget which is good. But how does this budget translate into reality? At Pumwani Maternity Hospital, you saw a woman who went to deliver, but sadly enough, she had to deliver outside the gate. It is not fair in this time and era to have ... view
  • 24 Sep 2020 in National Assembly: Thank you Hon. Speaker. From the outset, I want to congratulate the Committee and to thank them for the very clearly expressed indication of suitability of those people they are presenting to us, as competent, experienced and as qualified. Hon. Speaker, it is extremely important that we get the right leadership, particularly in the political parties. This is because as has been indicated by both the Chair of the Committee and Leader of Minority Party and very clearly explained by the Vice Chair, we want to be seen to observe statutory regulations. I support the Committee Report to a large ... view
  • 24 Sep 2020 in National Assembly: preconceptions or stereotypes. Moreover, when we are looking for people to hold positions we do not seek to determine whether or not their gender or some other level ability or youth come into play. Therefore, as I support this Committee, Hon. Speaker, I am hoping that there is a sense in which all of us in our country looking in particular at Chapter Six, which I see the Committee referring to; looking at our laws, which I see the Committee is indicating in the statutory requirements; looking at competence, which the Committee has indicated, I do sincerely hope that we ... view
