Thank you, Hon. Temporary Deputy Chairman. This being a workers’ kitty, it can be dangerously fatal if business is conducted in the absence of the representatives of the contributors. The current Act cures any such threat. It states that the quorum shall be in the presence of the representatives of workers. That was meant to protect. Therefore, I support the proposal by the Chair.

Thank you, Hon. Speaker. I rise to support this Petition. It is timely because the right to education is a provision in the Constitution and co- curricular aspect of our learning must be sufficiently funded. This country is thinking of moving to a competent curriculum and this cannot be done if severe underfunding continues to persist in the sector. Therefore, this Petition is timely and will allow the Ministry of Education and this House, to do a fresh costing and proper financing of co-curricular activities. In fact, this nation should align itself to the global commitment. As we think about the best curriculum, we must run the co-curricular activities as it is at the moment in a very efficient and effective manner. The non-funding has attracted indirect charges. Indirect charges have led to dropout of learners through exclusion and through sending of children home to collect fees. This Petition as it is committed to the Departmental Committee on Education and Research, should then open a new chapter of a more vibrant and exciting learning in our schools through proper funding of co-curricular activities.

Thank you, Hon. Temporary Deputy Chairlady. I rise to support the Chairperson of the Departmental Committee on Education and Research on the proposal to have more teachers. Statistics are very clear that the country has a shortage of 104,000 teachers. The projection by the TSC within the next four years shall be 150,000 teachers. The Government has marshalled 100 per cent transition rate. There has been a huge investment to attract learners to school. There cannot be quality education without employing and recruiting enough teachers in our public schools. The projection of TSC has been approved by the National Treasury ...

Thank you Hon. Deputy Speaker for giving me this opportunity to contribute to the Motion on the Budget prepared by the Budget and Appropriation Committee. I will talk on the Teachers Service Commission (TSC) and education. I laud this country as being one of the few countries in the world that has devoted its Budget to education within the international minimum set standards of six per cent of GDP and 20 per cent of the overall national Budget.
