• 8 Jan 2013 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 6 of the Bill be amended by deleting the words “Constituencies Fund Committee” in sub-clause 2 and substituting therefor the words “Cabinet Secretary”. Madam Temporary Deputy Chairlady, this has been the case in the previous Bill. Policy issues are Executive function. That is why I proposed that instead of referring policy issues to the Constituencies Funds Committee, we refer them to the Cabinet Secretary. view

We have found out that in most cases, where land issues were involved, funds remained idle while land issues were being sorted out, and some constituencies missed their balances, even when their balances were over Kshs10 million. So, I strongly support this amendment. view
• 8 Jan 2013 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 10 of the Bill be amended in subclause (1) by deleting the words “with concurrence of Parliamentary Committee” and inserting the words “and table in Parliament” at the end of the subclause. It says that the Cabinet Secretary will concur with the Parliamentary Committee. Since the allocation percentage is known; the fact is that this allocation will be tabled in Parliament. One, we had agreed that CDF accounts will be frozen by 31st December. But I came here and clarified that it will go on until this Parliament expires on 14th January 2013. I was doing this on the basis that the Minister for Finance had agreed that all CDF funds will be released by the end of September which has not happened. • 20 Dec 2012 in National Assembly: The other issue that I want to clarify is that I have had a chance of going around several constituencies and I have found that in some constituencies, money is not being used. While you are pushing that, you should get money. In some constituencies, there are constraints and the Board has a regulation that unless your balance is below Kshs10 million, you cannot receive any other funds. So, I want to request hon. I clearly said that it was the Board that gave this directive and it has functions. If you look at the Act, the Board has a function of managing CDF funds and from the experience we had last time during the transition, the CDF lost some money through some constituencies.
