The reason we lacked quorum in the morning was that the Minister for Finance, the Assistant Minister for Finance and the Leader of Government Business were all not here! We only had two Assistant Ministers on the Government side. Is it possible to ensure that the Minister for Finance is here because he is the one who has messed up this year's Budget through taxation? We want him to listen to our sentiments! view

  • 13 Jun 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Persons with Disabilities Act was passed way back in 2003. Among the provisions of the Act is one that compels television stations to include sign language in their programmes. However, four years down the line, the Assistant Minister says that only one television station has done this. In this country, we have over one million people who are deaf and dumb.   • 13 Jun 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. In my constituency, there is a leading institution called Mumias School for the Deaf and Dumb. It admits students from all over East and even Central Africa. Each time I am there--- Indeed, none other than the Vice- President and Minister for Home Affairs of this Republic has been to that school and I am sure that he can also assist in forcing this Government to implement the Persons with Disabilities Act. Are they strictly Government of Kenya funds or donor funds? Experience has shown that sometimes, work commences and then 1658 PARLIAMENTARY DEBATES May 29, 2007 it stops because the Government fails to give its part of the funding in cases where the projects are jointly funded by the Government and donors. The Government has representatives everywhere. In every village they have the Liguru, the sub-chief and chiefs. Could the Assistant Minister allow chiefs to give documentary evidence as to who has married who in their area so that those women can access the identity cards easily? view

  • 24 May 2007 in National Assembly: May 24, 2007 PARLIAMENTARY DEBATES 1649 Mr. Temporary Deputy Speaker, Sir, we also toured the Zambian Parliament and there we found this concept of Constituencies Development Fund (CDF). It had taken root there. A lot of resources were being ploughed into the rural areas and development was now getting even. We borrowed that concept and we have implemented it here and it is quite a success.
