Mr. Deputy Speaker, Sir, first of all, I agree that this is a security matter. As I had said earlier, the Provincial Commissioner (PC) has written to say that we should form a committee of security officers and elders from that area to go and solve the problem in that settlement scheme. Mr. Deputy Speaker, Sir, can the hon. Member clarify why this lady is in hospital because we are not aware that she is in hospital? She can be in hospital if she has other ailments like malaria or any other thing. He has not proved that that she has been mishandled or she was beaten. Please, avoid making wild allegations against this young lady.

Mr. Speaker, Sir, I beg to answer. (a) The Ministry of State for Defence has already initiated creation of medical in commemoration of the campaign “ Operation Linda Nchi” to honour all Kenya Defence Forces personnel who have taken part in that operation. The medal is not specific to Afmadhow, but to the whole mission area. KDF is also recommending the activity of the campaign to be released in a book. Thank you very much, hon. Member for Lari. As I said earlier, we have so many schemes in which we compensate our soldiers under the workmen compensation as well as insurance because they have been insured. Therefore, their interest is adequately taken care of.

Mr. Deputy Speaker, Sir, actually that is not the responsibility of the Government of Kenya. It is up to the Transitional Federal Government (TFG) to establish their own structure to administer their area. However, as soon as an area is liberated, we call the local community and we ask them to appoint elders to oversee the interests of the community and work together with the Kenya Defence Forces (KDF).
