Mr. Speaker, Sir, the name “Independent Electoral and Boundaries Commission” (IEBC) suggests that this Commission deals with boundaries. There is nowhere in the Constitution where it says that their mandate is only limited to the counties. They deal with all the boundaries. On this premise, all I am asking is that justice should be done. We should be treated like Kenyans and be allowed to have access to the river just like the people of Tana River have, so that the boundary becomes the river. I rest my case.

Mr. Deputy Speaker, Sir, it is very unfortunate that some hon. Members are trying to superintend the work of this Parliament. When a Member stands here to castigate a Committee which has fulfilled its mandate by doing its work, I do not think that augurs well for this country. If anybody has any objection, it is better for him to raise it without castigating the Committee. The new Constitution talks about giving people their right. Mr. Deputy Speaker, Sir, the corrigenda is dealing with the issue I am raising here. It is addressing the rights of those people who feel that they have been denied their rights simply because they are considered to be minorities. The Constitution talks about marginalization and the rights of other people. Therefore, people should not accuse members of the Committee simply because they come from certain areas.

Mr. Deputy Speaker, Sir, the same hon. Member who is speaking here told me he will oppose this Motion because the corrigenda was brought by a Committee before which he did not have an opportunity to present his own case. Therefore, it is unfortunate that he does not know what he is doing.

Mr. Deputy Speaker, Sir, I want to second the Motion. Personally for the first time in the history of my Parliamentary career for the last 14 years, I have not been able to go to my constituency for one and half months. This is because of the duty that we are doing for this nation. Therefore, I feel strongly we need this break to be able to join our people who elected us.
