The Ministers of Defence of the AU nations in Somalia, AMISOM, two contributing countries and other interested countries like Burundi, Djibouti, Ethiopia, Kenya, Uganda and Somalia met in Addis Ababa at the African Union on 14th November, 2011 to discuss the option for consolidation, co-ordination and expansion of AMISOM operations in Somalia. Mr. Speaker, Sir, the Chiefs of Defence of Burundi, Djibouti, Ethiopia, Kenya and Uganda met on 2nd December, 2011, to consider the draft strategy concept paper which took into account the decision of the IGAD Summit. Following the meeting of the Chiefs of Defence Staff, the AU Peace and Security Council met in Addis Ababa on 2nd December, 2011, and endorsed the outcome of the 19th Extraordinary Session of the IGAD Assembly of Heads of State and Governments, welcomed the joint security operations by the KDF and called upon Kenya to favourably consider the integration of its forces to AMISOM.

Mr. Speaker, Sir, the AU has been consulting with the United Nations (UN) system and plans to engage the UN Security Council on the matter on or about 19th December in view of the fact that the Christmas holidays are approaching, hence the urgency of the matter.
