Mr. Temporary Speaker, to answer Sen. Ndiema, I think that his concern is legitimate; that Kenyans who are working there have invested and, maybe, they have property. The Government should from now onwards try to identify their properties and wealth and if time comes for them to flee that country, the Government should know how they can be compensated or their properties can be reclaimed from whichever authority which will be there. On a point of order, Mr. Speaker, Sir. Yesterday, the Cabinet Secretary (CS) for Defence called me to say that they are trying to write a joint Statement with the Ministry of Foreign Affairs and International Trade. She communicated with me today at around 1.30 p.m, to say that they should be given more time so that they can bring the Statement. I request that it be deferred to Thursday this week.

Mr. Speaker, Sir, on a point of correction. It is not the Permanent Secretary, it is the Cabinet Secretary, Madam Omamo, who has been communicating with me. I find it quite reasonable to give them up to Thursday. If they do not comply, then we will address the issue but with regard to the question of frustration, I think every Chairman is frustrated. For example, I have been speaking to you that we are going to address some of these issues.

Mr. Speaker, Sir, it is quite in order for the petitioner to petition the Senate. However, we should consider the larger interest of Kenya as a country. We know that tea is one of the major exports which earn this country foreign exchange. We know, from experience, that we used to have large farms where livestock was being reared particularly beef animals. We used to export beef to Yemen, Saudi Arabia, Egypt and Mauritius. Mr. Deputy Speaker, Sir, we are not asking for the debate to be opened. We go by your ruling and the ruling which was made by the former Speaker. While we demand that Sen. (Dr.) Khalwale substantiates, this issue is more than character assassination and insult. It is equal to murder.

Mr. Temporary Speaker, Sir, let me use the example of a classroom which has a certain capacity that it cannot exceed. Even if the police raid such a drinking place and accuse you of having more people than the licensed ones, they should be allowed to count. I am sure then, there would be no corruption.
