4 Dec 2013 in Senate:
Madam Temporary Chairperson this is on 6(1) where it says:- “A person may recommend a nominee for conferment of a national honour at any time, but not later than three months prior to the proposed date of conferment”. I consider three months too long. If somebody has done something very good, it should be done immediately. Why should they wait for three months?

3 Dec 2013 in Senate:
Mr. Speaker, Sir, I answered this last week, but the Questioner was not satisfied and the Speaker directed that we pursue the matter further. I believe we have already written to the Cabinet Secretary, but given the fact that he travelled to Kampala on Thursday to attend the handing over of the East African Chairmanship to His Excellency the President and he only came back on Sunday, we are still waiting for a response from him.
