It has died in the process twice because the relevant Committee did not take it forward. The idea of forming a National Kiswahili Council was fully supported by this House. It is a very popular decision. It has also been approved by the Cabinet. I am out of words because I do not know what else I can do if we have brought it here twice. It was time barred in both occasions because the Public Petitions Committee dealing with it did not take it forward in a timely manner.

Thank you Hon. Speaker. The issue of land is very important. Millions of Kenyans were dispossessed during the colonial period. Until now, there are thousands of people who are land-poor, and are living in squalid and miserable conditions on their own land. I support this particular Petition because it is righting the wrongs of the past. The communities in those areas were dispossessed and were made squatters on their own land. the past and to empower the dispossessed poor people who do not have any voice in their country anymore, because there are some very powerful elements that control the levers of power, legal affairs and land. They corrupt the officials who are involved in such activities. I fully support Hon. Owen Baya’s Petition and the community of Kilifi. There are many squatters in Kilifi, Kwale and Taita Taveta. One concern I have about roads, is the lack of maintenance. It seems we now have a culture of not bothering about maintenance at all. This culture is leaving a lot of damaged roads unattended until they completely collapse before any investment is done, which is normally higher. We should start thinking about maintenance. I do not know whether this would require an amendment to the various road acts we have in the country. It is important we invest more on our roads.

The second point is about petitions. This is my fourth term in Parliament. Normally, petitions are not followed up and executed well in terms of the final decisions and many disappear in between. We should look into this and the House should ensure those petitions are implemented and executed.
