Thank you, Hon. Deputy Speaker. I would like to support the Petition. I think it is criminal. It is an abuse of power. It kills our entrepreneurial skills and companies. The Government should look at this issue seriously. The Committee should investigate it. Why do they pay international criminals like Anglo Leasing architects but want to kill local companies and agencies? The Committee should take this up very seriously and make sure that these companies are paid on time.

If you look at the genesis of the Social Assistance Bill, which is being repealed by this Bill of 2020, it was enacted to implement Article 43(1)(e) of the Constitution which guarantees the rights to social securities as one of the economic and social rights. Thank you, Hon. Speaker for giving me this opportunity to express my sincere and heartfelt condolences to the family of our colleague the late Senator Victor Prengei. I would like to send my regards to the people of Nakuru. I remember him as the first person to represent a minority community that had no opportunity in our power and democratic system. As a young person, he represented the face of the future Kenya we want that is multicultural and multi-ethnic in which no small community is left out of the power equation.
