  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, I wanted to welcome and salute the people from Namibia having been a guest and a worker in Namibia for several years. I want to say welcome to our National Parliament.
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, while I commend the Minister for what they are going to do in the Nairobi CBD, much of the crime in Nairobi takes place outside the CBD; it occurs in Eastlands in places like Muthurwa, Gikomba, Eastleigh and so on. What plans has the Minister got to extend this particular programme to other areas? On the issue of standardization, has he put in place any standardization policy? view
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, I rise to contribute to this particular debate. First of all, I want to pay tribute to teachers for the enormous contribution they have made to the education of our children under the difficult circumstances they have had to operate in performing their tasks in the different parts of the country. I particularly feel that it is important to pay our respect to teachers for contributing to the major strides that we are making towards our Vision of becoming a middle-income country by 2030. Mr. Speaker, Sir, this particular Bill is very important in terms of improving ... view
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, paragraph (e) of Clause 27 in particular says that a person shall not be registered as a teacher if such person is engaged in any activities which, in the opinion of the Commission, are prejudicial to peace, good order or good government in Kenya. I just want to seek clarification on this particular provision, because it does not say specifically what this engagement is. Therefore, perhaps the Minister can clarify this provision as it seems completely unnecessary in the sense that if a person has committed crimes, under our laws, such person should not be registered as ... view
  • 21 Jun 2012 in National Assembly: Mr. Speaker, Sir, I stand to support the petition. It will be a double tragedy if the marginalized people of Turkana were again disposed of their basic rights because of the discovery of oil. I think it is important that there should be transparency in the prospecting of oil in that part of the country to allow those people to benefit from the resources that have been fortunately found under their soil. It is also important to have protection mechanism in any arrangements in future to ensure that they benefit from the social and economic of the oil prospective in ... view
  • 20 Jun 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this Bill given the fact that the situation on our roads is in a crisis that needs to be addressed with the urgency and importance it deserves. First of all, I would like to speak on driving. Many of our drivers are reckless and dangerous and there is need for a major change in the way we issue driving licences. I came back home after many years of living in other countries and I am totally shocked by the complete lack of any rules and regulations on our roads. ... view
  • 20 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I thought we had agreed that we should move sequentially. We have suddenly jumped several pages to go to the other amendment that has been moved by hon. Ethuro. view
  • 13 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, it is sad that after nearly 49 years of Independence we are still talking about making cricket a game that is played by everybody in Kenya. I think that is a failure, perhaps, on the part of our Government to invest in facilities, training and to produce a more balanced cricket team than the one we have at the moment. From my own experience of other countries where cricket is played, I know that it is played by working class people. This is true of India, Pakistan and Sri Lanka where there is a lot of ... view
  • 13 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, how much is the Government investing in cricket to make sure that it becomes a national game that is enjoyed and played in other parts of Kenya and not only in small and exclusive pockets like Nairobi? view
  • 13 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, I want to ask the Assistant Minister what they are doing about natural calamities. For example, Mt. Kenya was devastated by fire recently which destroyed thousands of acres. What funding or provisions are they putting in place because we saw that there was inadequate equipment and response or lack of technology in attacking the fire that destroyed much of the natural indigenous trees in that area? The second element of my question is--- view
