  • 16 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister went around on the key issue that I asked him. What action is he taking against corrupt and incompetent police officers and chiefs in my constituency? The failure to maintain law and order must surely lie in one particular place which is the officials that he has placed there. I have mentioned our concerns about the inability of those officials to undertake the responsibilities that they had been given. view
  • 16 May 2012 in National Assembly: The second issue I raised is the fact that we have not had a District Commissioner (DC) in my constituency for a long time. He has not replied to that one as well. Security is a very serious matter. I am very concerned that the Assistant Minister has become the master of cock and bull stories in our House. I think he should take these things very seriously, including the plight of our city. Security hinges on development. So, our inability to provide security is making us lose billions of shillings in investment and trade. But he stands up here ... view

  • 16 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wanted to inform the Assistant Minister that, in fact, we do have a district called Kamukunji. We have had a DC, but it has been vacant for the last six months. I want to know whether our district has been completely forgotten or it no longer exists in the mind of the Assistant Minister. When are they going to appoint a DC given the many problems that we have? view

  • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice:- Is the Minister aware of the death of Mr. Abdullahi Ibrahim Ali who was in custody in Milimani Police Station, Nairobi on 7thMarch, 2012 and, if so, could the Minister explain the circumstances of his death? view
  • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I am really surprised by the Assistant Minister’s answer. Abdullahi Ibrahim Ali was arrested in Eastleigh on 3rd March. He was handed over to a special security unit in Milimani. After several days of interrogation, he was charged to appear before a court. Two days before his appearance, he was brought to his house in Eastleigh Section 3 where his family saw him. His flat was searched by the police. Subsequently, on the day he was to appear in court, the police informed the court that he had died while in detention and his family was ... view
  • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I had no expectations that there will be denials and something similar to the dark days when in fact records of people who have been executed by the State machinery would be expunged from our State documentation. Therefore, I would like to ask for extra time to be able to table the documentary evidence on the unfortunate death of Abdullahi Ibrahim Ali. Thank you. view
  • 2 May 2012 in National Assembly: Mr. Speaker, Sir, I wanted to extend that question to the neighbouring Kamukunji Constituency, where we have been facing some serious and chronic water shortages. view
