  • 24 Apr 2007 in National Assembly: It is not the consumers, because we are using taxpayers money in order to sustain the viability of the share offer on KenGen. That is most unethical! view
  • 24 Apr 2007 in National Assembly: Why should taxpayers, who are ordinary people and consumers of power, subsidize shareholders of KenGen? view
  • 24 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like the Minister to clarify one issue. I do not know whether it is true or not but there has been talk of diluting the portfolio of KenGen by removing the components related to geothermal and setting up another entity to produce and sell electricity from systems other than hydro. The original purchasers of shares of KenGen purchased them on the understanding that it was a wholesome company with the entire portfolio intact. Now, we are removing one significant portfolio; that is, geothermal and others, from the rest of the portfolio. I would ... view

  • 24 Apr 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead this House? By absorbing that amount, the Government is using taxpayers' funds or money to absorb that cost. But that is a revenue to somebody else and, essentially, therefore, the taxpayers' money is being used to subsidize either the KPLC or KenGen. Is he in order to mislead this House? view
  • 12 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, under the Betting Control and Licensing Act, all unclaimed prizes are forfeited to the Government. Could His Excellency the Vice-President and Minister for Home Affairs confirm that all the licensed lotteries do surrender unclaimed prizes? Secondly, could he also inform the House how the Government disposes of these unclaimed prizes? view

  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, I was discussing the issue of water as a resource within the ACP countries. A resource that also limits their capacity to produce livestock, crops through irrigation and generally improve the welfare of the citizens of the ACP countries. Mr. Speaker, Sir, there is an issue which some Members attempted to bring to the table under the World Trade Organisation (WTO) discussions as well as the Economic Partnership Agreements (EPAs) negotiations with the European Union (EU). It was the question of privatisation of water services in urban centres. Water is an essential commodity for life. It is ... view
  • 11 Apr 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, I want to thank the hon. Abdalla for giving me the opportunity to second this Motion. Secondly, I want to say that the substances that we are talking about can, broadly speaking, be categorised into illegal and legal ones. But whether they are legal drugs and substances or illegal, the effect of their consumption is the same, in the sense that they are all destructive to the mind and the body. The only difference is the intensity and the time it takes a particular type, whether legal or not, to ... view
  • 11 Apr 2007 in National Assembly: Order, Capt. Nakitare! I agree with the hon. Speaker. I think it is important for us to be relevant to the particular topic under discussion. This Report is very specific on the issues that have been brought on board and I would like to urge you to restrict yourself to the issues which are in this Report. Thank you very much. You may continue! view
