  • 7 Dec 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, in principle, the Minister is saying the obvious, that the Central Bank shall be responsible for monetary policy, whereas he, as the Minister for Finance, is responsible for fiscal policy. But, ultimately, although the Governor of the December 7, 2006 PARLIAMENTARY DEBATES 4275 Central Bank is responsible for the monetary policy, he is answerable to the Minister because the Minister is the one who will be ultimately accountable for monetary policy as well, and answerable to this House. We are simply ensuring that the parliamentary system works, and that the Minister shall be responsible. view

  • 5 Dec 2006 in National Assembly: Mr. Speaker, Sir, recently, a visiting Attorney-General of the British Government did state that the Kenya Government has not requested them to freeze the accounts of those British businessmen whose names were mentioned in the list of the suspects in the Anglo Leasing scandal.   • 9 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I can hear what the Minister is saying. However, I think we are moving to a point where we are allowing free movement of labour and capital in the entire region. Secondly, we are subjecting Kenyan-registered banks to two sets of laws. One is that, they have to seek authority from the Kenyan legal jurisdiction. For purposes of opening a branch in another country, they will also be subject to another legal regime. Members have referred to the 600 per cent increment as being too high. However, 600 per cent of Kshs10,000 is only Kshs60,000. So, let us not worry about the percentage. We should really be talking about the quantum. view
