  • 5 Sep 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I would like to seek your indulgence. The Assistant Minister who is speaking is in charge of the same Ministry. He is complaining about their incompetence and inability to do what they are supposed to do. Is it in order for him to complain, and yet he has authority to do something about it? view

  • 4 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister assure this House that the Government is not involved in printing and releasing excess currency into the economy ahead of the general elections? view
  • 30 Aug 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I need your guidance on this matter. While I appreciate that according to the Standing Orders the amendment should have been approved by the Speaker before 2.00 p.m. I want to draw the your attention to the fact that the report of the Committee, which I also belong to, had already been tabled before this House and is, therefore, the property of the House. The only complication is that some of the contents of the report, which has already been tabled, was omitted while the Order Paper was being prepared. Would it not be right ... view
  • 29 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute in support of the Vote of the Ministry of Foreign Affairs. The primary function of any mission or diplomat abroad is firstly to represent the Head of State or sovereign state of the country that he or she represents and there is little misunderstanding on this. The second most important role of these missions is the ensuring of the welfare and safety of Kenyans abroad. On this, I would like to join my colleagues in saying that, whereas a few of our ambassadors and High Commissioners ... view
  • 21 Aug 2007 in National Assembly: asked the Minister for Health when she will officially open and inaugurate the Kisegi Sub-District Hospital in Suba District. view
  • 21 Aug 2007 in National Assembly: Mr. Speaker, Sir, this is a facility with over 24 beds built with the assistance of the African Development Bank. It is now over ten years ago. The hospital is working at below 40 per cent capacity, simply because the Ministry has not showed any interest. When will the Assistant Minister specifically do this because the onus is on the Ministry to inaugurate the facility? view
  • 21 Aug 2007 in National Assembly: Mr. Speaker, Sir, I readily accept that date. However, could the Assistant Minster assure me that all his Departmental Heads who are in charge of this facility will be committed to this particular date? view
  • 8 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will make only a few comments to reinforce the wonderful contribution of the Assistant Minister and other hon. Members who have contributed towards this Motion. First, the Structural Adjustment Programme was one of the worst things that we ever did. So many Kenyans were forced out of jobs both in the private and public sector. Whereas they might have started with the capacity to educate their children, they were deprived of that capacity as a result of the retrenchment policy which was part of the Structural Adjustment Programme. Secondly, there is the question of ... view
