Mr. Speaker, Sir, I beg to move that this House orders that the business appearing---
Order, Your Excellency! We are not there yet. We will come there very shortly. Hon. Members, I am being informed, which I did not notice yesterday, that the notice of the Motion on the Presidential Address was not given, and that His Excellency the Vice-President and Minister for Home Affairs attempted to move the Motion. I do not have the HANSARD, but just for the avoidance of doubt, and because this matter is coming to the House today, I will ask His Excellency the Vice-President and Minister for Home Affairs to give notice of that Motion now. That is where the technical problem is. He did not give notice of the Motion; he moved it, which he was not capable of doing without notice. So, I think I will now allow Mr. Omolo to take a little time to prepare that Notice of Motion, so that it can be given at this stage. In the meantime, I will allow my colleagues to come and take their seats. Will you now call out Order No.5?

Before I propose the Question, maybe His Excellency the Vice-President and Minister for Home Affairs does not want to take too much responsibility for himself. Ordinarily, the House does appoint the Chair of House Business Committee who should be the Leader of Government Business. Maybe he does not want to give himself that title. Would you like to amend it by adding the 21 March, 2007 PARLIAMENTARY DEBATES 11 following: "The Hon. Moody Awori, MP - Chairman?"
