  • AMENDMENT TO THE SECOND SUPPLEMENTARY BUDGET ESTIMATES

    Hon. Members, you may recall during today’s Morning Sitting that the House approved the Report of the Budget and Appropriations Committee on the Second Supplementary Estimates for the 2015/2016 Financial Year including amendments proposed by the Leader of the Majority Party, Hon. Aden Duale. The said amendments increased the Development Budget to a net amount of Kshs27,441,547,334 taking into account the proposed reduction of Kshs7,519,683,629.

    However, Hon. Members, during the passage the overall Motion did not capture the changes in the Schedule. It is for this reason, therefore, that the Chairperson of the Budget and Appropriations Committee, Hon. Mutava Musyimi, MP, will be moving amendments to the Bill. This will ensure that the House corrects the overall increase in both Recurrent and Development Expenditures as reflected in the Schedule this morning.

    THAT, pursuant to Standing Order No.120, this House resolves to reduce the publication period of the Supplementary Appropriation (No.2) Bill (National Assembly Bill No.23 of 2016) from seven days to one day. The reasons are obvious and they have been canvassed before. We need to get the work done by latest midnight tomorrow. This is our chance. I beg to move and request Hon. Moses ole Sakuda to second.

    Hon. Temporary Deputy Speaker, I beg to move that the Supplementary Appropriation (No.2) Bill (National Assembly Bill No.23 of 2016) be now read a Second Time. In June, 2015, Parliament, through the Appropriations Act, approved Kshs1.94703 trillion for the national Government expenditure for the 2015/2016 Financial Year. Out of the total funds allocated, Kshs784.2 billion was for Recurrent Expenditure while Kshs721.29 billion was for Development Expenditure. The Kshs441.54 billion was for the Consolidated Fund Services (CFS). In April, 2016, Parliament, through the first parliamentary Appropriations Act, approved an additional Kshs50.13 billion out of which Recurrent allocation increased by Kshs21.9 billion. The Development Expenditure increased by Kshs4.06 billion while the CFS increased by Kshs24.16 billion. This Second Supplementary Appropriations Bill proposes a net expenditure of Kshs34.947 billion of which the net Recurrent allocation is increased by Kshs7.05 billion while the Development Expenditure is increased by Kshs27.441 billion while CFS is set to increase by Kshs28.9 billion. The capital allocation to the State Department of Infrastructure is set to decrease by Kshs19.2 billion with Appropriation-in-Aid (A-in-A) having been revised downwards by Kshs14.7 billion on account of low absorption rate as a result of delayed disbursement from The electronic version of the Official Hansard Report is for information purposesonly.     development partners and delayed land compensation. The reduction will affect road rehabilitation sub-programme and the total target kilometres for road rehabilitation set to fall from 234 kilometres to 178 kilometres for the 2015/2016 Financial Year. Projects whose budgetary allocations will decline by the highest margins under infrastructure include the Nairobi Southern Bypass project, by Kshs1.5 billion; the National Urban Improvement project by Kshs2.3 billion; the South Sudan East African Transport Trade and Development facilitation by Kshs2.2 billion; the Transport Infrastructure for Regional Integration project by Kshs1.4 billion; the Nairobi Outering Road improvement project by Kshs1 billion and the Mombasa-Mariakani Highway project by Kshs1.9 billion. Hon. Temporary Deputy Speaker, the Ministry of Energy has its A-in-A component revised upwards by Kshs4.3 billion during the First Supplementary Budget in March, 2016. However, within a span of less than three months, the Ministry has had the A-in-A revised downwards by Kshs23 billion. This reveals the poor planning and forecasting arising from the Ministry. The major increases are notably in the Ministry of Health, the Ministry of Land, Housing and Urban Development and the State Department of Agriculture. As I conclude, let me say that the reductions under the Ministry of Environment and Natural Resources is attributed to transfer of expenditure incurred by integrated regional development authorities under the Ministry of Water and Irrigation.
