    Order, Members. We do not have the required numbers. I, therefore, order that the Bell to be rung for 10 minutes.

    Order, Members. We still do not have the numbers, and I understand because I know most Members are holding the Independent Electoral Boundaries Commission (IEBC) consultative meetings. I will ask that the Bell be rung for an extra five minutes, hoping that we can make it and progress.

    Order, Members. Take your seats. As you can hear, the bell has stopped ringing. I am trying to confirm the numbers. As I said earlier, we are having issues because many Members have gone to attend the IEBC consultative meetings in their constituencies. We do not seem to have raised the required numbers. Order, Hon. Caleb. Take your seat. Therefore, Hon. Members, we will not be able to proceed.
