  • 13 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, this letter is indicating that after the national elections--- view
  • 13 Nov 2013 in National Assembly: It is dated 16th April, 2013, hon. Temporary Deputy Speaker. It was received in the office of the Chairman on 17th April, 2013. In this letter, the Inspector General proposes the structure of transfer of police officers and purports to allocate them certain duties. In this letter, he creates five directorates. What I intend to demonstrate by this letter is that, there is no power--- view
  • 13 Nov 2013 in National Assembly: I will quote. In fact, hon. Temporary Deputy Speaker, I cannot read the entire letter. This entire letter, in my view, is important. The whole of it is important. view
  • 13 Nov 2013 in National Assembly: I want to conclude by saying this: This letter shows that the Inspector-General was assuming the powers of the commission by intending to arrogate himself the responsibility of transferring officers and creating positions in the police force, which is not constitutional. That means if he is given these powers we are talking about, what will happen? view
  • 13 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I want to finish by saying that the intention of reforming the police force was not to arrogate power to an individual. It was to create a relationship in the performance of duty. Thank you. view
  • 31 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I want to support this Motion. Human-wildlife conflict in this country is as old as creation. The conflict has been continuous, persistent and measures should be taken to ward off human- wildlife conflict. This is not only the preserve of Mount Kenya or areas in which the animals roam like Narok and so on. In my constituency, we have a serious issue of monkeys and baboons which equally cause unnecessary conflict and, in fact, are a nuisance to my people. view
  • 31 Jul 2013 in National Assembly: So, this is an issue that should be taken seriously. It is an issue that the Government must urgently put in place measures to stem the conflict and this is by way of increasing and enhancing penalties. I want to support this Motion by saying that human beings should not be subjugated to touristic tendencies where wildlife should be put ahead of the lives of members of the public. view
  • 31 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, we remember in history the issues of the man eaters of Tsavo. If I remember very well at that time, the Asians that were consumed when they were constructing the railway line were paid much more compensation than what is being paid to Kenyans who are affected by wildlife or whose crops are destroyed by wild animals. I want to say that in passing this Motion, inflation should be taken into account as far as compensation is concerned so that, in future, the new Wildlife Conservation Act should take into account issues of inflation. That ... view
  • 31 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, so, I would like to support this Motion by saying that human-wildlife conflict should be a thing of the past in this country. Thank you and I support. view
